Iraq goverment controls its NOC and the IOC put a ban on it. What will happen then?
8月8日に開幕する北京オリンピックを前にして、イラクが揺れている。
7月25日、国際オリンピック委員会（IOC）がイラクの参加を禁止したからだ。
今年6月に政府によって決められたイラクの国内オリンピック委員会（NOC）の理事たち。
政治の介入を禁止するIOCは、このNOCを認めない。
今回のIOCの判断は断固としている。
オリンピック憲章の第28章9項目は、政治介入されたNOCに対し、活動の一時停止やNOC脱退といった罰を下すと記している。
蒸気に該当するNOCはIOCと話す機会が与えられる。イラクNOCとIOCの間で文章の交換が幾度もされたという。
頑固なイラクNOCだが、周囲の理解は得られなさそうだ。
今年6月に突然メンバーが入れ替わったNOC。不思議にも、前委員長のAhmad Al-Samarai氏や他2名は行方をくらませたままである。
誘拐された可能性が高い。政府の犯行と前委員長のNiran夫人は言っている。
現会長のJasem Muhammad Jaafar氏は、イラク政府のNOC交代の判断は取り消しできないと述べた。
6月に発生したこの交代はもっともな所があるかもしれない。
Jaafar氏曰く、前委員会は汚職にまみれ、きちんと機能していなかったらしい。
オリンピックが汚職にまみれていたというのは有名だ。
招致合戦や会長選挙などでの賄賂は横行していた。
だが、現在ではこれも疑わしい。IOCはクリーン化しているからだ。
2001年からIOC会長を務めるJacque Rogge氏のもと、IOC清浄化は進んでいる。
インターネットを使えばオリンピック憲章などが手に入る。
透明化は進んでいるし、「法の支配」は浸透している。
今回の一件で、IOCの印象は上がるだろう。
イラクは不透明に映る。
国内の宗派間の紛争がイラクを混沌とさせている。
シーア派とスンニ派の衝突が今回の背景にあるのは明らか。
イラク戦争が間違いだったと世界の多くの人々は考えているが、現在イラクの民主化が行われている。
復興をアピールする機会だが、現政府は今回の件で説明義務を果たしていない。
前イラクNOCのメンバーはどこへ行ったのか？無事なのか？
北京五輪へ向け日々練習に励んでいるアスリートたちはどうなるのだろうか？
見捨てるのだろうか？だが、そんなことをすればかえって悪影響だ。
オリンピックがプロパガンダの絶好の機会になりやすいだけに、
国内統治を目論む現大統領に何か企みがあるのだろう。
現在、イラクNOCはIOCとジェノバで協議している。
イラクNOCの解散を要請するIOCは譲歩すべきではないが、妥協するかもしれない。
北京オリンピックの後すぐに、イラクNOCは選挙を開くと言っているからだ。
世界各国の反応が気になるが、参加を容認する同情的な声はあるのかもしれない。
開幕まであと13日。もう一波乱起こるだろうか？

Why too selfish professional footballers should be restricted.
ポルトガル代表クリスティアーノ・ロナウドが先日、
「自分は奴隷だ」と発言した。
現在、ヨーロッパ王者のマンチェスターユナイテッドに所属する２３歳のスターは、
「夢」であるレアル・マドリードへ移籍したい。
しかし、未だ決定的な進展が伝えられていない状況に、彼は不満を示した。
奴隷発言は、ＦＩＦＡ会長ブラッター氏のロナウドへの同情の後に出た。
ブラッター氏は、ロナウドの自由を尊重すべきと主張。
つまり、彼はレアル移籍を支援している。
FIFA会長自身もレアルの名誉会員の１人で、レアル監督と仲が良い。
ロナウドはほぼ完ぺきな選手だろう。
昨シーズンは、チームをプレミアリーグとチャンピオンズリーグ制覇に導いた。
個人よがりだったプレーも改善。チームに貢献した。
またサッカーに対しての情熱は絶やさず、感情をよく表に表す。
しかし、レアル移籍の話が浮上した６月頃から彼のイメージは悪くなったかもしれない。
確かに彼はユナイテッドで大きな仕事を成し遂げた。
次のステップを取るには良い機会かもしれない。
ただ、まず、ヨーロッパ一のクラブを去る必要があるのか？
ユナイテッドは彼を育て、先日は彼の足首の手術まで行った。
そして「夢」と言ったことで、彼がこれ以上マンＵに献身的でないことがわかった。
ファンは残念に思う。

イタリアやスペインのクラブからオファーがあったそうだが、
彼はトルコという東西文化の混在する街を選んだ。
「たくさん勉強したい」と移籍発表の際に言ったキューウェル。
しかし、この移籍は彼のイメージを決定的に下げた。
２０００年、UEFA杯準決勝で、当時彼が所属していたリーズがガラタサライとアウェーで対戦。
しかし、リーズサポーター２名がガラタサライの一部ファンに殺された。
このような背景から、今回の彼の移籍は、リーズファンを激怒させた。
キューウェル自身はこれを否定し、２チームの関係改善のきっかけになると言っている。
２００３年、彼はリヴァプールへ移籍。
彼の「夢」が叶ったが、移籍は議論を呼んだ。代理人に不当な金が渡ったという疑いだ。
不幸にも、キューウェルのリヴァプールでの５年間は度重なるケガで期待外れに終わった。
ガラタサライ移籍はどんな意味を持つのだろうか？
これは現実的な判断かもしれない。
３０歳目前のキューウェルはかつての高速ドリブルを失った。
キャプテンを任されているオーストラリア代表は、ワールドカップ最終予選を控えている。
復調するには、常時プレーする必要がなる。
ロナウドの舞台はここまでプレミアリーグ。
キューウェルもそうだ。そのイギリスでは、現在選手の移籍を巡る事件の調査がこの２年間、検察官によって進んでいる。高額な選手給料と代理人に渡る不透明な報酬は、「bung culture」と言われている。
昨シーズンFAカップを制したポーツマスのハリー・レドナップ監督は、容疑者７人の内の１人。
イングランド代表リオ・ファーディナンドが２００１年にウエストハムからリーズへ移籍した時も、
彼の代理人とレドナップ氏の関係が怪しかった。
ロナウドとキューウェルの移籍は怪しいかもしれない。
だが、これは彼らだけの問題ではない。サッカー界に蔓延った厄介なものだ。
ただ、なぜ週給£120,000の５年契約を２００７年にロナウドはユナイテッドと結んだのか？
ビジネスでは、契約を履行すべきではないのか？
これで「奴隷」と自分を表現するのは、試合中のダイビングより卑怯ではないだろうか。
しかし、これも彼だけがやっているわけではない。現在は、チームより選手の方が力が上になっているからだ。
アーセナルのベンゲル監督は、３年契約の選手が大抵２年で移籍し契約更新がなされないと、
契約問題へ競輪を鳴らしている。
ペレとゴードン・バンクス氏は、ロナウド移籍問題に疑問を投げかけている。
この問題の改善が求められるのではないだろうか。
透明性を高くし、選手の移籍にある程度のラインが必要ではないか。
サッカーに「正義」と「公平さ」を取り戻すためだからだ。
これは難しいだろう。大方のプロ選手や監督は反対するかもしれない。
だが、意外に賛同する声があるかもしれない。

Spain’s Victory with Vodka Flavour
Their fresh and young players broke the olds.
The Euro 2008 surprised a lot of football fans in the world.
It finished with Spain's first victory in 44 years.
How many people before the competition had started thought that the country would win it?
This was the last surprise that the tornament gave to us.
Spain were waiting for this glorious moment for a long time.
The Liga Espanola is one of the best leagues in Europe, in which many talented footballers of Spain and from different countries play showing fantastic skills and techniques.
While English football is like rugby Spanish one is a circus.
Clubs are representatives of different ethnicities who are hostile towards the ideology of the nation, for instance Barcelona and Athletic Bilbao.
Players of such clubs may have not been passionate for playing for the national team regarding this.
Spanish footballers often achieved major titles when they were young.
The under-17 national team won the UEFA European Under-17 Championship 8 times since 1986 while Germany won two(1984, 1992) and Russia did two(1985, 2006).
The under-19 team have been successful as well for they won the UEFA European Under-19 Championship 5 times since 1995. In the last two years they were champions.
Besides, in the last three summer Olympic Games they won one gold medal and two runners-ups.
Thus, most of the Euro 2008 winners know how to win and how it tastes.
The midfielders coach Luis Aragones fielded were like a music band of magicians.
Xavi, Iniesta and Fabregas were educated in the Barcelona youth team.
Elite educated in such youth programmes are always there waiting to rise.
Some of Spanish fpptballers play now in England.
Fabregas palys for Arsenal for five years, Fernando Torres plays for Liverpool scoring 24 goals last season. xavi Alonso contributes to Liverpool's winning of the Champions League in 2005.
They may have put English toughness in Spain's technical football.
Spain may have felt a large confidence when they beated Russia.
It was in 1962 that the country won the last European Championship defeating Soviet Union 2-1.
After three decades Russia too showed great football; when their performance against Holland was brilliant. Having beated Russia with overwhelming performance, the Spanish team feared nothing.
Meanwhile, Russia was the most impressive team in this competition.
Arshavin will probably be heading towards Barcelona after his outstanding performance although he disappointed us when playing against Spain in the semi final.
Russia's organised football managed by Guuth Hiddink kept attacking in the quater final while Holland stopped.
The thing in common between Spain and Russia is that young generations are successful respectively.
Russian under-17 team won the European under-17 Championship in 2006.
Besides, thanks to the country's oil tycoons massive investment in football, more young players are likely to come.
This century has seen the development of science and technology. They keep changing and renewing themselves day by day. These technical improvement has benefited atheletes to play longer preventing injuries controlloing diets.
The France national team fielded many experienced players albeit they lost miserably.
But, in the respect to the science, old players still can play in the top-level competitions.
The problem of the French team seemed to be lack of young lads who can pass and keep the ball in the midfield. The successes of Spain and Russia reminded me of the importance of youth development.
But, what if Russia won the title this time?
Its pople would have been more pleased to see their foootball team and pround of them.
But, some people would probably say that it was a political victory.
Russia's influence on the world politics is increasing as it has got plentiful natural resources.
Russian goverment can use sport to impress the world and to camofulage its policy.
it was interesting that Russia did not invoke any criticism concerning its democracy from the world. China has been suffering that criticism over human right in Tibet.
Both of Russia and China are hosting the Olympic Games.
Perhaps, Russia managed to use football well to build up its presence in Europe.
The country appears to narrow the gap with EU as well in terms of poilitics.

Some enjoyed while some were shocked.
European countries will set for qualification for the 2010 World Cup final in South Africa.

Russia Roar While Japan Keep Silent.
Russia successfully resurfaces while Japan takes time to rise.
On 22nd June two football matches were broadcast in Japan.
There is a long time difference between Asia and Europe because of the distancebetween them,
but that night showed another difference between Russia and Japan.
In the Euro 2008, European football championship, Russia successfully reached the semi-final after beating smartly Netherland.
Football which Russia showed to the world was nothing but great.
Thir organised performance was sustained by player's magnificant stamina and skill.
Russia is enjoying football thanks to its ever-rising natural resource; oil and natural gas.
That made it possible for oil tycoons who sucessed their own business after the perestroyca to invest in football in both Russia and Europe's footballing countries like England's Premier League.
It was Roman Abramovic who contributed most to bring Dutchman Guus Hiddink to the national team's manager position, paying $6.24million for his two-year contract.
While watching Russia playing superior to Netherland, I wondered why Japan is not as successful as the Kremlin country. Russia is now in economic boom and Japan underwent its own economic boom, which was miraclly so great that raised Japan to the world's second economic giant of the world. Japan started the professionalisation of football in 1992, forming the J-league, and made its first appearencein the World Cup in France in 1998.
In this context, Japan, too, is successful. The country has partcipated in the World Cup in three times in a row. But, the country is struggling in Asia. Considering the development of other countries in Asia, it is very hard to play and win in Asia. However, Japan's performance of the night against Bahrain was disappointing.
Japan's football seems to be more interesting and stronger than it used to be. They can pass and make many chances to score, which feels like attacking football. There are some players who play in Europe like Shunsuke Nakamura who plays for Celtic. When Japan played in the world cup 2006, they were expected to advance more than they did in 2002; the best sixteen. But, Japan failed to respond the expectation.
Never mind and keep going again. Russia's success may be good stimulation for them.
Almost of all Russia's members paly in the domestic league; the Russian Premier League.
The league, however, is different from the J-league for its possession of foreign players from the Latin American countries and western europe. But, Japan used to have world famous footballers.
Thus, the two country is the same in terms of foreign footballers influence on their players.
But, Japan is lacking something to play as well as Russia do.
Russia play like military but it is full of joy. Japan is well-displined too, but cannot satisfy its fans. the reason is down to the fact that Japan can not score.
It is interesting to see how far Russia can go in the Euro and after the championship.
Their role will change from the country of supplying young talents to other countries to the place of the best football league? The Kremlin is using sport to show its rising economy, whose presence in the world politics is ineveitable like the cold war era. What is sure is that the country's sports are rising.
When Russia and Japan last met in the group league stage in the World Cup 2002, Japan won 1-0 and booked a place in the final round tournament, on the other hand, in Russia some riots were broken out. But, now Russia is increasingly admired by many people after the sucesses of football, ice hocky and the eurovision contest. The country builds up more confidence to be a world's leader again. Without Russian oil tycoons' massive investment in football and Mr. Putin's policy never would have this records been achieved. Japan do not need to be like Kremlin, but it should learn this sort of desire. ■

World Traveller’s Strong Passion on Football
Mr. Nakata is serious about the environmental issue, but football matters more to him.
梅雨はじめっとして、暑い。だがサッカーは、すがすがしく、もっと熱い。
ワールドカップ最終予選に日本は参加できるだろうか？
アジア３次予選リーグで日本はバーレーンに次ぐ２位。
EURO２００８も始まり、ヨーロッパではしばらく熱戦が続く。
世界の視線を集めるポルトガル代表のCristiano Ronaldoはチームを優勝に導けるのだろうか？
Ronaldoは感情を表によく表す。試合中のパフォーマンスは自己表現の一つ。
マジシャンのようなスキルは、昨シーズンRomeの選手から顰蹙を買った。
しかし、Manchester UnitedのFerguson監督は、「自己表現」とわが選手を擁護。
PKを外して泣いたりもするが、サッカーが大好きなことが伝わってくる。
日本の大久保も感情的なプレーヤーだ。
先日のオマーン戦で退場。相手GKを蹴り飛ばしたのは退場に値する行為だ。
スペインリーグのマジョルカに在籍していた時、Rマドリーとの試合では、
相手選手に怯まずに頑張っていた。
大久保も、ヴィッセル神戸のキャプテンに任命されてから、改善している。
ロナウドも大久保も熱さが伝わってくる選手だ。
サッカーへの情熱がわかりやすく表れている。
チャリティーマッチも、何かを助けるという熱い気持ちから生まれる。
元サッカー選手で現在旅人の中田英寿氏は、世界の貧困や環境問題に力を入れている。
中田氏は６月７日にTAKE ACTION! 2008 『+1 FOOTBALL MATCH』を開催した。
環境問題への取り組みを促すためだ。
モウリーニョ監督やセードルフ、ダービッツ、北沢豪、釜本監督などの豪華な顔ぶれに、
日産スタジアムに集まった６万３１４３人のファンは楽しい時間を過ごした。
中田氏もこの試合のために一生懸命頑張った。
湘南ベルマーレで事前に練習をしていたし、
観客や招待した選手たちが楽しい時間を過ごせるよう様々な配慮をしたことだろう。
モウリーニョ監督や、セードルフなど、現在もトップで活躍する人々を
６月の日本へ呼んだことは、彼にしかできない。
試合は大成功を収めたといえるだろう。
様々な企業の協賛を得たし、スタジアムはほぼ満員、テレビ放送もされ、観客も楽しめた。
そして何より中田本人が最も楽しんでいたようだった。
「正直もう少しいいプレーができると思ったので、その点は物足りない。」（毎日新聞０８年６月８日付）
そう語った通り、悔いが残ったのだろう。
後半終盤のボレーシュートはボールを捉えきれず、的を大きく外した。
しかし、本人は笑みをこぼした。
前半のエムボマのFKをハンドで止めてしまった時も、笑顔で彼に謝った。
みんな楽しかった。W杯アジア予選やEUROとは違う。
中田氏は素晴らしいことをしたし、本人も言うように、このような活動を続けていかなくてはならない。
しかし、環境問題キャンペーンの一環として行われたこの試合は、
楽し過ぎて、おちゃらけた試合にもなった。
釜本監督がピッチに登場した時、最低限守るべき真面目さのラインを下回った。
メラメラと燃える情熱が萎えた。
環境問題の存在はほぼ消え、エンタメに終わったし、
環境問題に取り組むスポンサーの広告にもなった。
この試合の意義がわからなくなったのだ。
中田氏は環境問題に真面目に取り組み、この試合を主催した。
環境問題が深刻であると旅をして気付いたのだろう。
この問題に真剣に取り組む多くの人々に世界各国で出会ったはずだ。
自分ができることを行う中田氏は素晴らしい。
環境問題は深刻的に真面目な問題だが、この試合で一番サッカーを楽しんでいたのは中田氏だった。

FIFAが、外国人選手削減を本格的に実行し始めた。
ヨーロッパで最も多くの外国人選手がプレーするPremier Leagueでは、
外国人選手の過多が問題になっている。
自国選手の増加を狙った今回のFIFAの法案は、本当に効果的なのだろうか？
外国人枠の制限案（６＋５ルール）が、シドニーで行われたFIFAの会議で、
賛成１５５、反対５、棄権４０、という結果を得て、認められた。
これは、明らかに、Premier Leagueを対象にしている。
２００６−０７シーズン、４９８人がスタメンとして試合に出場。
その内の１９１人がイギリス人（スコットランド・ウェールズ・北アイルランド含む）。
これは全体の４１％である。
そして、２５２人が外国人選手だった。
イギリス人選手が、９２−９３シーズンの３６３人から減少している一方で、
外国人選手は４９人（９２−９３シーズン）から大幅に上昇した。
イタリア・セリエAでは、自国出身選手が７３％とを占めている。
Premier Leagueが多くの外国人選手を抱えていることがわかる。
先日、Manchester UnitedがChampions Leagueを制した。
Chelseaが準優勝、Liverpoolはベスト４だった。
Premier Leagueのレベルが、実力的にも経済的にも、非常に高い。
テレビマネー、ボスマンルールを可能にしたEUの外国人労働法、
そして自由市場経済に負うところが大きい。
だが、この大成功の一方で、自国出身の選手の活躍が激減した。
若手選手がトップチームでプレーできなくなっている。
かつてイタリア・イングランドで活躍したGianluca Vialli氏が指摘しているが、
これは若手選手たちの「質」のせいでもある。
それは、ユースチーム等のコーチたちや指導内容などが低いことが原因である。
すぐに結果を求められ、それができない若手選手は見切りを付けられてしまうことにもある。
イギリス人選手の移籍金が、外国人選手より高いことも原因だろう。
質の高いイギリス人選手が少ないため、彼らの値段は高くなる。希少だからだ。
こうして、ビッグクラブは高額な移籍金を払わなくてはならない。
それなら、「ready-made」の外国人選手を獲得した方が良い。
需要と供給の問題である。
今回のFIFAの法案で、Premier Leagueは外国人選手を大幅に減少させなければならない。
2012年には、1チームの選手構成が、6人のHome-grown選手と5人の外国人選手になる。
ヨーロッパのビッグクラブもこれに従わなくてはならない。
これが問題の解決になるのだろうか？
Premier Leagueの問題の解決には「自国選手と外国人との健全なバランスが必要」である、と
FA会長も述べている。
FIFAはこれの緩和などを主張しているが、簡単ではないだろう。
この問題は解決しなくてはならない重要なものである。
イングランドは２０１８年のW杯開催を狙っているので、どのような対応をするのだろうか。
しかし、FIFAのブラッター会長の考えは、気により手魚を求むである。
Premier Leagueを殺すようなもので、問題の解決にはならないだろう。
若手選手教育の環境改善こそが最善だと思う。

Harry Redknapp Buys success.
[Today's Story]
17日、PortsmouthがCardiff FCを１−０で降し、
クラブ史上2回目となるFAカップを制した。
歴史的快挙に選手やファンたちは大喜びだが、
Harry Redknapp監督が素晴らしい人物とは思えない。
Footballへの態度に賛成できないからだ。
（以下の内容は、Tom Bower著「Broken Dreams」を参考）
彼は、お金（利益）を優先させる。
いつ職を失うかわからない監督は、どんなお金でも手にするべきだと主張。
合理的だが、経営能力に乏しいことが問題だ。
多額のお金を使い、多くの選手を獲得するRedkanpp氏。
クラブ経営者たちから批判されている。
1983年にBournemouthという当時ディビジョン３のクラブで監督デビュー。
87年にManchester Unitedを破り、ディビジョン2昇格を果たす。
しかし、多額のお金を選手獲得に使ったにも関らず、90年には再び降格した。
クラブの借金は、87年の£150,000から£2.6million（92年）に達していた。
90年の降格時には£4.4millionもの借金をクラブは抱えていたという。
勝っているときは気分がいいが、
負けが続くと、クラブの経営陣を批判するという。
選手購入のための十分なお金が与えられないから。
移籍を巡るわいろ事件との関連が途絶えない。
これに関しては彼だけの問題でなく、English Football全体の問題となっているが。
Rio Ferdinandが2000年に£18milionでWest HamからLeeds Unitedへ移籍した時、
West Ham監督だったRedkanpp氏は、
Rioの代理人とLeedsの怪しい代理人との仲介を果たし、交渉を進めた結果、
£300,000をWest Hamから受け取った。
Rioは残留を望み、クラブオーナーも当分は移籍させないつもりだった。
しかし、Redkanppは、この移籍が最高の利益を生むと判断し、オーナーには内緒で動いた。
そして、儲けた。
一方でクラブは下降を続けた。
Redknapp氏は、今シーズン素晴らしい成績を残した。
Premier Leagueでは8位。これは、03年に昇格してから最高の順位。
FA Cup優勝に導いたことも賞賛に値する。
だが、お金持ちのオーナーがいたからこそ、彼はKanuなどのイイ選手を揃えることができた。
既に、来シーズンの飛躍へ向け、さらなる選手獲得を約束。
「Footballでは、カネで成功を買える」
Redkanpp氏のこの信条は確かに当たっている。
そして、Footballは、ますますカネに支配されていく。
王子様のようにわがままで拝金主義。
このようなRedkanpp氏には、賛成できない。
